These are (and have been for years) very popular in Europe where the culture is such that people walk a lot, take public transportation etc with their kids. I would suggest that it's much safer to have your kids secured so that they can't run off, while allowing them some freedom to walk. I suppose the alternatives involve holding your kids hands, carrying your kids, or keeping them in a stroller.
